Regulation 4 "Duty to Manage" requires the duty holder to find out whether your commercial premises contain asbestos, assess the risk, and develop a plan to manage that risk and act on it. Failure to comply could result in prosecution by the Health and Safety Executive (HSE).

Our asbestos survey services will help to identify asbestos containing materials (ACM's) on the premises and provide clients with recommendations for the suitable management of any Asbestos materials found or suspected.


Carrying out an appropriate asbestos survey is the start of managing asbestos on your property.


The main purpose of the asbestos survey is to identify the location, type, condition and extent of any ACMs present. The survey should be carried out in accordance with HSE guidance note HSG264.

Management Asbestos Survey -  Its purpose is to locate, as far as reasonably practicable, the presence and extent of any suspect ACMs in the building. Previously known as a type 2 survey.

This is the minimum survey required by the CAR 2012 and will need to be undertaken for the purpose of identifying asbestos and the continued management of the ACM’s in the premises.

This survey will identify, as far as reasonably practicable, the presence and condition of any suspect ACM’s in the premises and to assess the condition. A report will be issued giving details of the location and type of asbestos with the help of suitable photographs and diagrams. This report can be used as the basis for an asbestos register if appropriate.

It is advised that asbestos should only be removed if absolutely necessary as any disturbance can result in the spread of fibres. However, the decision to either remove or encapsulate the material will be up to the client and the condition of the material. If the asbestos is to remain in the premises then the client has a “Duty to Manage” which requires a minimum of an annual re-inspection to be undertaken.



Pre-Refurbishment or Demolition Asbestos Survey - Prior to refurbishment, partial demolition or full demolition work being carried out, a refurishment and demolition survey must be completed. Previously known as a type 3 survey.

These are far more intrusive surveys and usually requires the premises or areas to be vacated during the survey These surveys are used to locate and describe, as far as reasonably practicable, all ACM’s in the area of work and can involve destructive inspection to gain access to all required areas including those considered difficult to reach.

A full sampling programme is undertaken to identify all possible ACM’s and estimate their volume and surface area. The survey is normally intended as a basis for tendering the removal of ACM’s prior to any demolition or major refurbishment work. This survey therefore does not assess the condition of the asbestos other than to note areas of damage or where additional asbestos debris may be expected to be present.



Annual Asbestos Re-Inspection - Once ACM's are identified or known to be present, it is the duty holders responsibility to create an asbestos management plan and re-inspect these items at least annually. The duty holder will keep a record of all findings in an appropriate way.


The type of asbestos survey needed will be dependent on you and your property’s specific requirements. This will be established during the survey planning phase in conjunction with one of our surveyors.
